Will crushed concrete harden?

It depends on how you use it. Concrete is already a hard material, but it can compact and harden further under the right circumstances.

If you use concrete for drainage systems, it will probably not compact and harden. But if you use concrete for sub bases, it probably will. To create bases, labourers have to roll and compact materials. This process forces them to harden into a cohesive base. 

No matter how much crushed concrete hardens, it will never be as hard as ready mix concrete.
